The proposed Kadıköy Municipality Building is conceived as an open civic anchor within one of Istanbul’s most active urban centres. Rather than a closed institutional object, the project functions as an accessible meeting point that supports everyday public life.
Municipal functions are reorganised according to their degree of public use and articulated through a courtyard-based system formed by three circular volumes. This configuration avoids a dominant façade and enables equal engagement with the surrounding urban fabric. Hollow circular plans place circulation along the inner edge, allowing daylight, natural ventilation, and clear orientation throughout the building.
Public-facing functions activate an urban plaza at ground level, while the low-rise massing incorporates roof terraces for municipal use. Façade shading and a seismic-resistant structural system ensure environmental performance and long-term resilience.
